Savage heading verbatim: '1800 - Feb.º 7 - Mont.ry / Hermeneg.do Sal (sin direccn.) / Sobre Ramo de Diezmos.' English gloss: Hermenegildo Sal, no addressee given, on the branch of tithes. Substance: a standing order regulating the tithe on slaughtered stock at Pueblo San Jose. By law of the kingdom 25 of every thousand sheep slaughtered go to the tithe, and 2 reales for each cow killed. No individual of the pueblo belonging to this jurisdiction, of whatever quality, state or condition, may slaughter a cow (unless it was bought from the Real Hacienda or from a mission) without first handing the 2 reales in cash to the comisionado. Both the comisionado and the ordinary justice are to see that this is complied with, since in this matter there has been much laxity to the prejudice of the ramo. The order is to be posted in the guard house so that no one may plead ignorance, and the man who does not pay the tithe is not thereby exempt, since the law subjects him to payment of the 2 reales. Complete on this one leaf; Savage cite 'p. 342' inked at its foot. Significance: a rare explicit statement of how the diezmo was actually assessed and enforced on pueblo settlers in Alta California, naming the enforcement pair of comisionado plus justicia ordinaria and the guard house as the point of publication.
