Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n287-n301, which had passed every completeness check while concealing it. [= Vallejo and Argüello — Expediente against Victoria. 1832, February 17, Los Angeles. Mariano G. Vallejo and Santiago Argüello to the President of the Asamblea (probably). Expediente containing the exposition of Victoria's prevaricatos [official malfeasance] and the documents that prove them. The bracketed '(298-350)' is Savage's own note of the span in his ink pagination.] THE MOST CONSEQUENTIAL OF THE THREE. This is the head of the prosecution file against Governor Manuel Victoria, and it carries no record anywhere in the export. The heading is preceded by an underlined section rule in Savage's hand ('Vallejo + Argüello - Expediente contra Victoria') and is marked with an 'o' rather than a '+' in the left margin. The text opens: 'Exmo. Sr. - La comision nombrada pr V.E. en acta de 11 de Enero presente, pª recojer y examinar los docs. qᵉ prueben los prevaricatos del Gefe Politº Dn Manuel Victoria, pª qᵉ pr ellos se forme el espediente qᵉ ha de obrar en la Causa qᵉ debe seguirse contra dicho gefe espone que:' — the commission, pleading that it does not consider itself possessed of 'aquellas luces y tamaños suficientes pª tan grande empresa', undertakes not to exceed the limits the laws confer on it, encloses for now the original documents it has been able to collect, and gives its opinion deduced from those documents, citing the faults Victoria incurred and the laws he thereby broke, leaving everything to the Asamblea's mature deliberation (n301–n302). It then argues the constitutional ground (n302): that Jefes Políticos in the Territories are nothing but representatives of the supreme executive power of the Federation; that their economic and gubernative attributions are detailed in the law of 23 June 1813 so far as it does not conflict with the system; that in judicial matters those attributions permit them only to arrest offenders caught in the act, and oblige them to place such persons at the disposition of the competent tribunal 'en el preciso y perentorio término de 24 horas.' STRUCTURAL SIGNIFICANCE: Savage's own bracket '(298-350)' makes this expediente the CONTAINER for everything from n301 to n356. Existing records d53 (n302–n321, Victoria's protest), d54 (n322–n341, Plan de San Diego), the two wave-2 recoveries d55/d56, and d62 (n342–n356) are all documents lying INSIDE it. The catalogue has the contents and not the file: it has never recorded who assembled the case against Victoria, on whose order, on what date, or on what legal theory. ⚠ WHAT I AM NOT CLAIMING: I have not read n303–n353 and cannot state what else the expediente encloses; and I make no claim about what the Asamblea did with it. The certification on n356 states only that the copy was legally taken from the original 'que fué remitido al Supremo Gobierno el 24 de Febrero de 1832', signed Juan B. Alvarado, Srio. de la Exma. Diputacion de la Alta Cal.
