'CARTAPACIO Nº4 — Papel de varios puntos concernientes al Gobierno de la península de California é Inspección de las Tropas' — Fages's comprehensive numbered state-of-the-province memorandum (the formal companion to Doc 139). Points read so far: (1–6) the two pueblos — fomenting San José & Los Ángeles with retired soldiers, the 1784 grain-purchase order, the suertes/solares/ejidos land distribution (San José de Guadalupe relocated off a barranca for fire risk), escoltas kept past the 2-yr limit, Vicente Feliz commissioned at LA from its founding, the annual alcalde/regidor elections under comisionado oversight (orders 1785–86); (7) ⭐⭐ the old missions' demographic decline from the 'Gálico' (syphilis) vs the flourishing new ones; (8) ⭐⭐⭐ neophyte flight + the troop expeditions to recover them ('por la mala dirección de los Curas'), and Fages's preferred method — trusted Indians + gifts to the ranchería captains rather than force; (9–10) ⭐⭐ refusing the friars' escort demands (approved 13 Jan 1790 Nº886) + humane-march instructions; (11) the archive indices; (12) Neve's price-tariffs (aranceles), adjustable by abundance/scarcity; (13) ⭐ the excessive Real-Hacienda cattle → annual *matanza* (cf. the Apache/horse warning, Doc 139); (14) horse/mule breeding off the Sonora line at presidios/pueblos/missions; (15) refusing the missions' attempts to buy military goods from the troops; (16) ⭐ the prohibition on trading with the Manila galleon (Nao de Filipinas) at Cabo San Lucas (+ Bucareli's ban on friars boarding it); (17) the San Blas–California trade duty-free 5 yrs (from 11 Oct 1786); (18) ⭐ this 'comercio pasivo' harmful — the only cash entering is the limited situado for troop pay (cash-scarcity). ⏳ Continues past n159 (points 19–20+ on the *cambalache*/foreign-ship commerce control, per the earlier sampling at ~n160).

The originals of these records burned in the 1906 San Francisco fire. What survives is Thomas Savage’s 1870s copy, and this page describes that copy.
