SESSION ACTA Heading verbatim: 'o 1834 = Junio 21 = Mont. / Diputacion Provincial = Nombramiento de Srio. y maestro de escuela, Corridas de ganado mesteño. Rodeos &ª' [= 1834, June 21, Monterey. Provincial Deputation. Appointment of a Secretary and schoolmaster; roundups of mesteño stock; rodeos, etc.] Previous acta read and approved. Oficio of the Alcalde of the Villa de Branciforte enclosing an acta of its Ayuntamiento containing the appointment of a Secretary of that corporación and of a 'Maestro de escuela de primeras letras' (to the Comisión de enseñanza pública). FIRST READINGS: the colonización dictámenes returning the two land expedientes of Juan Alvarez and Joaquín Bernal. ⭐⭐ PETALUMA CONFIRMED: on Carrillo's motion the tramites were dispensed and the dictamen on the Vallejo expediente discussed at once, concluding in the approved article 'Se aprueva la comision hecha al C. Mariano Vallejo del parage nombrado Petaluma concedido en 18 de Junio de 834 de entera Conformidad con la ley de 18 de Agosto de 824 y el artº 5º del Reglamento de 21 de Nobre de 1828.' MESTEÑO STOCK: second reading, tramites dispensed on the President's motion, of the Gobº and propios y arbitrios dictamen on the Sn José alcalde's consulta about corridas de caballada mesteña, urged as urgent so 'la Hdª pública no sufriera detrimento en los bienes de que se trata y que son de su pertenencia'. Art. 1 as proposed (the Gefe Político to reiterate the same providencia, warning the Alcalde of his responsibility if he does not give notice of infractors) drew the President's observation that the measure should extend to the partidos of Monterey and Sn Francisco, which appear to be in the same case, but that as to the other points in the southern part of the Territory he doubted, lacking local knowledge; he proposed the redraft 'el Sr Gefe Político repetirá sus ordenes prohiviendo á los vecinos de Monterey, Sn José de Guadalupe y Sn Franco las corridas de Caballada mostrenca, imponiendo á los infractores algunas penas segun sus facultades; las autoridades de dichos puntos bajo su responsabilidad cuidarán de su cumplimiento.' Castro wanted it extended to every point of the Territory since mostrenco stock is everywhere; Carrillo wanted an exception, citing San Buenaventura, where caballada near the mission, though not reduced to the community's casco, runs loose 'con la marca de sus dueños', in which he believes the Hacienda Pública can have no right; the President agreed that branded animals cannot be called national. Art. 1 approved as redrafted, the other points left over. Art. 2 (that the Gefe Político prevail on the alcalde to notify vecindario and jurisdiction that no one has action or right to undertake such corridas, 'pues deberan estar entendidos que estos bienes solo pertenecen á la Hacienda Nacional y solo al Gefe Politico toca disponer de ellos') approved with the President's addition extending it to the authorities charged in art. 1. RODEOS: second reading and immediate discussion of the dictamen on the vecinos' refusal to attend the community rodeos at Sn José; three articles APPROVED: (1) every breeder of ganado vacuno y caballar holding property of that kind in the pueblo's contornos y pasteaderos must attend and contribute his help, persons and salaried servants, and the sons (if married and having them) already fit to be useful to their pueblo and community, to give the customary rodeos without exception; (2) no one may excuse himself or another without just cause, which must be laid before the alcalde, who shall certify its truth to avoid abuses; (3) exempted from these servicios mecánicos are non-owners of caballada, the certainly useless and the impedidos, and sexagenarians, but not their sons and salaried servants, and only where the exempted have no country property in the contornos. FOREIGNERS: second reading and immediate discussion of the Gobº y policía dictamen on the Sta Bárbara alcalde's consulta 'sobre si los extrangeros casados y con bienes raices estaban ó no esentos de las mecanicas del Pueblo'; the article approved orders the consulta returned to that alcalde through the ordinary channel with this dictamen inserted, so he may regulate himself by its tenor if any doubt still occurs to him. Second reading of the dictamen on the bandos de policía of the alcaldes of Monterey and San José de Guadalupe, set for the next session. ⭐ YORBA RESOLVED: the Comisión de Gobº consulta read, the reading tramite dispensed on the President's motion, and the concluding article discussed and APPROVED: 'Puede el Sr Gefe Político declarar sin lugar la instancia del C. Tomás Antº Yorva relativa á ser relevado de la multa de $20 qº se le impuso por el juez de 1ª instancia del Pueblo de los Angeles.' Finally the reglamento project came up as scheduled; Carrillo (D C.) asked its discussion be suspended until the absent vocales arrive, 'por ser este un asunto muy delicado y grave'; the President objected that it must not be paralysed since 'hasta ahora carece la Corporacion de un sistema fijo á que arreglarse en sus trabajos'; Carrillo's proposition to hold the reglamento pending CARRIED BY MAJORITY. Session adjourned.
