SESSION ACTA Heading verbatim: 'o 1834 = Noviembre 3 = Mont. / Diputacion Territorial. Sobre sueldo de Parrocos, escuelas primarias &.a' [= 1834, November 3, Monterey. Territorial Deputation. On the salary of parish priests, primary schools, etc.] Copied in extenso. The longest and most consequential session in the band. (a) SECULARIZATION AND THE PARISHES. First reading of the Comision de Misiones dictamen on the observations made to the Reglamento provisional de Secularizacion by 'el R. P. Presidente Fr. Narsiso Duran'; Estudillo moved to dispense with the ordinary trammites since the Diputacion was to close its sessions that day. Prop. 1a: under art. 2 of the ley of 17 August 1833 an interim dotacion is assigned to the religiosos serving as parish priests. The curatos are then classified. First class, joined into parishes: San Diego with San Dieguito; San Luis Rey with Las Flores and annexed settlements; San Gabriel with Los Angeles; Santa Barbara (both settlements united); San Carlos united to Monterey; Santa Clara united to San Jose de Guadalupe; and San Jose, San Francisco Solano, San Rafael and la Colonia. Second class: San Juan Capistrano, San Fernando, San Buenaventura, Santa Ynes and others. Carrillo objected that the commission said nothing about how these dotaciones were to be paid. Prop. 3a: the R.P. Comisario Prefecto Fr. Francisco Garcia Diego to be established in the Capital with the faculties of vicario foraneo, with an assignment of $3,000. Later propositions charge the clergy stipends on 'la masa comun de los bienes de las estinguidas Misiones'. Prop. 8a annuls art. 17 of the Reglamento provisional de Secularizacion, the article imposing on the Indians the obligation of personal service to the Padre. Prop. 9a assigns premises for the curas' dwelling, casa de ayuntamiento, primary schools, public establishments and workshops. Prop. 10a leaves the remaining points of Fr. Narciso Duran's observations to the Gefe Politico under art. 21. Carrillo added to art. 2 that where a curato holds two or more pueblos the first named is recognised as cabecera and the parish priests reside there, so doing in the extinguished missions of San Diego and Santa Barbara. (b) THE HIJAR EXPEDIENTE. Prop. 1a approves the formation of a new Pueblo by the Colonia with an ayuntamiento of one alcalde, four regidores and a sindico procurador, 'arreglandose en todo a las leyes de la Materia'. Prop. 2a: 'Que se devuelvan al Sr Hijar las instrucciones dadas por el Sup.mo Gob.o quedando una copia de ellas en poder del Gefe Politico.' Prop. 3a: supposing Hijar's conformity with all else agreed by the Diputacion 'en 22 del presente', this dictamen and the foregoing propositions are to be communicated to him so that he state in writing whether he conforms with what the Territorial Government resolved; in the first case the Gefe Politico will order him paid 'el sueldo de $4000' and report to the Supreme Government to obtain approval. All approved on a vote. (c) PUBLIC EDUCATION. The Comision de ensenanza publica dictamen on the salaries of the preceptores was approved in general, then in particular: the teachers are to enjoy the dotaciones offered by Hijar as per the nominal list he presented, 'y se pagaran de los fondos Municipales y de la masa Comun de los bienes de las extinguidas Misiones segun lo disponga el Gefe Politico, bien sea en monedda si hubiere, esquilmos u otros art.s a precios corrientes' (an addition moved by the President). Other propositions cover an escuela normal in the Capital and cite the ley of 23 June 1813 (art. 12, cap. 2) and the decreto of 26 October 1833 (art. 10). Approved on a vote. (d) MONTEREY MUNICIPAL BUSINESS, the one thread the band summary names. The Comision de propios y arbitrios dictamen 'relativo a sueldo de Srio del Ayuntamiento de esta Capital' approved in general; prop. 1a approves the appointment of Secretary made by the Ayuntamiento de Monterey in favour of the acting Sindico procurador until it makes its election according to law; prop. 2a assigns that Secretary a salary of $20 monthly, reckoned from 7 October. Session closed with notice of an extraordinary session at six that afternoon. Signed 'Jose Figueroa' / 'Jose M.a Maldonado, Srio.'
