Art. 1: before any mission is leased (arriendo) its debts must be paid, and where the mission is exhausted and cannot pay, the Governor is to consult the Rev. P. Prefecto about covering them from the pious funds. Art. 2: the Governor is to place the missions in good hands, prevent waste and desfalcos, and enforce the responsibility of the guilty.
