Previously uncatalogued — recovered by the 2026-08-27 coverage audit: the document lay inside the declared span of a grouped entry covering n61-n72, which had passed every completeness check while concealing it. Heading verbatim: '+ 1840 Monterey / Jimeno P.te Fernandez Srio Sesiones secretas' [= 1840, Monterey. Jimeno President, Fernández Secretary. Secret sessions.] Savage's abstract run of the Junta Departamental's SECRET sessions of spring 1840, spanning n68 (lower half) to the foot of n70. This is the Junta's own in-camera record of the Graham affair and it has no record of any kind in the export. Mzo 31 (p.397-9): the President voiced the corporation's displeasure at Pico's conduct and at the injuries he had heaped on it, 'tratándola de infractora de la ley'; agreed to pass the Governor testimony of this acta and of that of the 27th, notifying him that Pico had carried out his protest of not attending sessions. Ab.l 1o (p.400-1, with a cross-reference in Savage's hand, 'V. pág. 69 á 78 de estos M.S.'): the Governor proposed 'que se eroguen los gastos necesarios para surtir á los prefectos y demas autoridades políticas de armas y municiones de guerra, tanto para precaver cualquiera asonada como para perseguir á los gentiles que hostilizan con sus continuos robos'; the dictamen approved, as was that the Governor summon Pico to the session hall to notify him of the fine. Ab.l 3 (p.402-3): Pico stated that, not considering himself deserving of being urged to attend, and given 'la noticia que se le habia dado de una revolucion tramada por los estrangeros habitantes en el pais', against which he offers to exhaust every resource within his reach 'hasta exhalar el último aliento por defender los sacrosantos derechos de la Nacion Mejicana', he desists from his protests and asks to be absolved of the fine, his conduct to be reckoned 'error de opinion'. Ab.l 4 (p.404-6): Pico pardoned the fine; González said the expressions some foreigners pour out 'en las tabernas y otros parages públicos' show they are plotting against the country; the Governor communicated that a conspiracy against the Government and some private persons by foreigners resident in the department stood postponed to the end of the current month, that a denunciation existed but could not be made to tell because secrecy had been demanded, that he charges the members of the Junta to make what enquiries they think fit, that the foreigners are of different nations and unlikely to agree, 'que el Gob.no cuenta con recursos para rechazarla cuando le sea imposible impedirla', and (continuing at the top of n70) that having twice requested aid of the military commander he will insist again, 'haciéndolo responsable de la tranquilidad pública y seguridad', concluding that the comisario is laying in powder and the Government will see to the making of cartridges. Ab.l 9 (p.407-9): the Governor said it had indeed come to light 'que habia oculta una faccion estrangera'; that the military commander's aid had been requisitioned; that prefect José Castro 'con sagacidad hizo confesar voluntariamente á un estrangero cómplice en la revolucion'; 'que se logró apresar al cabecilla Graham y su compañero y varios comprometidos'; that the juez de primera instancia would be directed to draw up the corresponding sumario for remission to the superior authority with the accused; and that measures would continue to be taken to consolidate public order. The leaves record what the Governor told the Junta; they do not narrate the arrests independently.
