Rewritten 2026-09-22 from a direct reading of the leaf. This row previously carried an unfounded summary describing a document the leaf does not hold; its erratum of 2026-09-22 records what it used to say. The heading below is what the manuscript leaf actually carries. ⭐⭐⭐ VERBATIM HEADING: «1797. Julio 20. Atrasos posibles.» SUBSTANCE: it is very painful that the Viceroy Branciforte will not allow a presidio, quarters for his company and for the volunteer detachment to be built at this port; he must proceed with the greatest economy and merely repair the existing fabric; the strong continual winds destroy the thatched roofs, which must be renewed annually, and the almacenes, guard-house and cavalry barracks must be renewed entirely; and if the second battery of Yerba Buena is to be built, earth, water and timber must be carried on men's shoulders.
