The Santa Barbara counterpart to the San Francisco proclamation on n3: Borica leaving on the Concepcion from San Diego on licence from the viceroy, Arrillaga proclaimed interim governor and Alberni interim comandante de armas, published through every pueblo of the Santa Barbara jurisdiction.
