Marked with a + by Savage; heading 'Se opone a qe se mercenen sitios pa ganados mayores y menores. Sus razones - Datos estadisticos importantes'. Borica opposes granting sitios for stock. Encloses a viceregal order of Junio 21, 1786 (Savage writes 'del Virey Loyola', reading uncertain) and the account of the founding of the Villa de Pitic ordered to serve as the norm for founding pueblos de españoles. Argues the 13 missions between S. Diego and S. Fr.co must first be given boundaries, being ringed by rancherias holding at least 20,000 gentiles against under 10,000 mission Indians, and that boundaries cannot easily be fixed because Indians keep being catechised. Quoted: 'Ocupados en el dia mucha parte de las tierras intermedias de mision a mision por sus legitimos dueños los Indios gentiles, no parece regular se despojen de las frutas semillas, aguas y montes qe sirven a su mantencion' [the gentile Indians being the legitimate owners of much of the land between missions, it is not reasonable they be stripped of the fruits, seeds, waters and woodlands that sustain them]. Three objections: mistreatment by rancho-holders using cheap Indian labour could bring on war, 'Hay exemplos en el N.o Mex.o con Cumanches y Nabajos de haber empezado la guerra con motivo de insultos qe les hicieron los vecinos'; stock would eat the seed-grounds of unknown 'naciones broncas' in the sierras; settlers would live far from 'sus pastores espirituales y jueces R.s con la libertad y desorden qe se deja comprehender'. Statistics for end of 1793: the Nueva California missions with 9,504 Indians had 31,046 head of the first species and 4,478 of the second; the 1,133 Spaniards including troops had 3,825 reses and 3,000 bestias caballares. Concludes 'no se mercenen por aora sitios pa la cria de dhos ganados, sino qe pr via de interin y sin posesion R.l se permita a tal cual poblador conocido pr hombre de juicio', on land near a pueblo or mission and without prejudice to either; notes ranchos already at 2, 3 and up to 6 leagues from Monterey, Santa Barbara, the Pueblo de N.S. de los Angeles and mission San Gabriel, watched 'pa qe vivan como Catolicos sin perjudicar a los Indios Cristianos y gentiles'.
