Per art. 3 of the decree of 20 Mayo 1837, 'los doc.s que se firman de 1.a y 2.a operacion de los cortes mensuales y anuales en las oficinas de Hac.da, todos deben visarse por los Exmos Sres Gob.ores de los Departam.tos, o prim.ra Autoridad politica del lugar donde no residieren' [monthly and annual account closings must be countersigned by the departmental governor, or by the ranking political authority where he does not reside].
