Substance: the San Francisco commander forwards to the governor the memorial of Antonio Romero, alcalde of Pueblo San José, on behalf of the settlers Manuel Gonzales and Tiburcio Vasquez, who ask to exchange two useless suertes for two others, and endorses the request; he adds that there is nothing new at the presidio or its escoltas. This is the covering letter to the undated Romero licencia already carried in the catalog at n55 (pp. 373-4); the two are separate documents with separate page cites.
