Leaves n121-455, docs 153-261 (original ca38 numbering kept). Split from the ca38 read 2026-07-17.
✅ READ + COMPLETE (verified 2026-08-15): DB holds 30 item-level records across the n250-396 Tomo III interior (docs 238,247-285), all Aduana de Monterey / Comisaria-Tesoreria fiscal correspondence 1839-46. The item-level companion [[ca39-tomo-iii-interior-itemlevel-2026-07-28]] (~40% leaves read directly + dense sample) was FOLDED 2026-08-10 (+24 recs incl. the Sutter/Russian n284-292 cluster); its own verdict: the bound is CORRECT at the category level, explicitly NOT a ca43-style recovery (no hidden marquee doc; uniform routine fiscal). Marquee Russian/Bodega material (Ross wheat-permit, Baikal, docs 231-233) sits BEFORE the bound and is read.
⚠ SUPERSEDED: the 2026-07-28 "BOUNDED-UNREAD (~6.8%, needs item-read), NOT complete" warning and the BOOT_DIGEST 08-10 "GENUINELY PARTIAL / TO FOLD like ca43 / only 6 bounded recs" claim are BOTH stale — corrected 2026-08-15 (DB actually has 30 item recs; PLANS.md "honestly-bounded" was right).
RESIDUAL (optional, non-blocking): under the 08-13 NO-BOUNDING policy, the ~6 multi-leaf fiscal bundles still in the DB (doc 278 n313-325, doc 280 n340-350, doc 281 n365-375, etc.) should each be split into per-doc rows for v1.2 — one candidate among ~30 vols in [[bounded-stretches-to-itemize]], NOT a completion gap.
